Is there away of setting a product as discontinued were you can still sell it from branches that still have the stock but are not able to place anymore purchase orders in any branch

In general terms, you can use Default Order Settings and Site Specific Order Settings to put an Item on 'Stop' for Purchases, whilst not setting it on 'Stop' for Sales.
I don't know about specific retail functionality in this area.

As per Retail POS , there is no option for purchase in POS, only option is sale return, that you can stop in permission groups. So in POS level automatically purchase is blocked for any item, in POS level you can block an item from sale also. From POS no purchase option is there. Regarding AX i am not familiar.
