We have installed email router for Dynamics 365(9.0v) and configured 2 queue mailbox and 1 user queue.
The problem is queue mailboxes are not showing in "Users and Queues" Tab in Email router and only CRM users mailbox displaying.
Any idea on this?

Please check if the queue mailboxes meet these three conditions:
All three conditions must be met.
It is possible that the two queue mailboxes were not approved. So please check it.

Yes. I have followed all the steps which are mentioned in user guide.
But, still we are facing the same problem.

In addition, for the new version of D365 (V9), we recommend that you use Dynamics 365 App for Outlook. It has very powerful tracking and synchronization features with Dynamics 365 and Outlook.

I had refer the article which you shared and my settings are correct as per the article. But, still we are not able to see the Queue mailbox in email router.
We have a common mailbox to create the case for customer queries and we can't use Dynamics 365 App for Outlook for our requirement.
do you know email router is deprecated for December 2016 update for Dynamics 365 (online and on-premises) or later? I think this is the good time for you to move to server side sync.
We have created Service Ticket for this issue and Microsoft service team did investigation and accepted as product defect and fix will be released soon. We got workaround as follow,
To bypass this issue use the following workaround:
1. Open mailbox corresponding to the queue which is not showing up in Email Router.
2. Set the Incoming and Outgoing to None and Save
3. Wait for 5 minutes
4. Set the Incoming and Outgoing to "Server-side Synchronization or Email Router" and Save
5. Check whether queue appears in the Email Router
