Issue: Sending emails via Quick Campaign or Campaign Activity fails. No email created and it moves the Contact record to Excluded Members section.
Error Info: An unexpected error occurred. 0x80040216
Environment: Dynamics 365 Online V22.214.171.12427 with 2019 release wave 2 enabled
I can send regular activity emails and from workflows. Contact Email is setup correctly with no Opt-out. Send Email on behalf of is enabled.
Workflow named ActivityPropagation runs successfully.

Please make sure that all the contacts have the right email addresses.
For example, I have 4 members in my list and only one of them has email address and when I create an email from quick campaign, the number of success is 1.
And if this issue still exists, please raise a ticket to Microsoft Support team for more professional help.
