When a Bookable Resource Booking record is saved, it is subtracting the timezone conversion from the 'End Time' field. This means that if the users timezone setting is +11 hours for Australia, it will subtract 11 hours from the value entered into the End Time field, and if the result is less than the Start Time, the record cannot be saved because the end time must be greater than the start time.
Both the Start Time and End Time fields are set to 'Time Zone Independent' and this issue is only happening with the End Time field.
We don't have any Business Rules or Workflows configured for this entity.
Has anyone come across this issue before? Is this a known bug?
Note - I have raised a support ticket with Microsoft too.
Is there a quick workaround that can be implemented until Microsoft resolves this?
We are on Field Services version 126.96.36.199
So what is your personal user time zone set as?
Also it could be to do with what timezone the bookable resource is set as well?

My personal user is set to +10 Canberra, Melbourne, Sydney (currently +11 because of daylight savings).
I have confirmed that if I change my personal user time zone, the amount subtracted from the End Time aligns with whatever timezone I set.
The weird thing is that this only applies to the End Time of the Bookable Resource Booking and not the Start Time.
It is also affecting our integration because it cannot create Bookable Resource Bookings that have a duration of less than 11 hours (or less than the difference between UTC and whatever timezone is set in the system settings)
I've also noticed in another Dynamics instance that is on v8 of Field Services that both the Start and End Time fields are Time Zone Independent (they weren't in the previous versions) and this issue doesn't occur.
Can you change the setting of the end time field so it's not time zone independent?
No. Once it has been set as Time Zone Independent, you cannot change it back.
