1) You can't copy the application, instead you need to install the same deployable packages in all environments and then they will have the same codebase. You can copy database between sandbox environments in LCS. In the environment's page, click the Maintain button -> Move database
2) You need to purchase storage add-on from Microsoft. Contact the same party that you have purchased your D365FO licenses from.
3) I'm not sure if this is possible. The licensing guide says: "The Non-Production Developer Instance add-on license does not include any incremental default storage capacity"

Hi Nikolaos - How to copy a database from from cloud Tier 1 to another cloud Tier 1 in Dynamics 365 for Finance and Operations?
Just export backup using SQL Server Management Studio, restore the backup to the other machine, and do db sync.

source database passwords to target!!
The passwords for the SQL user accounts are not stored in AxDB database. So there's no need to do anything about them when copying AxDB between environments.

Why do you want to do that ? The process would be creating bacpac file from regular SQL back up and upload it to LCS and then import that bacpac in to SQL database of tier 2. Assuming you are doing this for upgrade process , please refer below document for the process

This is not a upgrade process. We are setting up a UAT sandbox from CONVERSION (Tier 1 cloud hosted) environment database.
We have TEST (w transactional data) and CONVERSION (w/o transactional data) environments which have been updated with latest Application data package (AOT package) until QA team is satisfied.
CONVERSION environment is the source to BUILD UAT & PRODUCTION. Please advice how to proceed.
If you want to move entire DB for your configuration data then you still have to follow the process described in the link above to get it in tier 2 environment. You can also use data management features to export /Import your data in to UAT.
The copy tool in LCS works only between Azure SQL environments (prod, Tier2+). So you don't see your Tier 1 boxes in the dropdown menu.

Sukrut/Nokoloas - Is there any order to update/restore UAT (Tier 2)? Can I import database then deploy Application data package (AOT) or AOT deployable package and then database import? Please advice
Assuming you must have custom fields created , you have to deploy package first and then do database import.
