I read on a couple of different sources (Dynamics 365 Ideas, Release notes...) that an update for the development tools is planned.
It was first set to release to public in Mai, now it is postponed to at least autumn.
Does anybody have any additional information on what will be changed in that update and how the development tools will improve?
Is there also an update of Visual Studio planned?

The page that you linked has a lot of additional information.
Basically it says that in the future you can install the dev tools on any machine where you have Visual Studio. So you don't need to have a dedicated VM for D365FO development.
You can also use one system to develop against multiple codebases.
If you run the dev tools on your own machine, you can update Visual Studio yourself. But of course you must use such VS version that is compatible with the dev tools. There's no public information yet about supported VS versions with the dev tools.
