We would like to have a couple of projects that are used for employees to log administrative tasks on their time sheets in PSA. I have set this up and tested it but it fights me on the resource bookings for the project and the time allocated to each assigned resource in the project. I've fiddled with the numbers to get it working in test but wondered if there is an easier way to set up the projects so that I'm effectively open ended on the resources and the number of hours they are logging to these generic tasks.

For admin projects I would simply assign Roles to tasks but not actually book anyone on them (see photo below). Users can still submit hours on tasks without them being booked on any of them.
To keep track of admin projects I would leverage PowerBI.
You can naturally exert more control on internal projects but personally the first thing I always question is the relevance of effort on granular admin project administration in PSA. If you want to book admin tasks on users and exert control on how many hours a user can submit on a specific admin task, you will have a lot on your hands.
