For the previous few months, the user list in D365 CRM have been displaying users without an Dynamics 365 CE license. From my understanding this is because the user list also includes users with PowerApps/Flow licenses, not necessarily only those with a Dynamics license. They have an Enabled status, but I can't figure out a way to be able to filter on users that have an actual CRM license and those without one. I would like to run test & enable for mailboxes, but don't want to run that on users that don't actually use D365 or have an assigned license.
Anyone have a way to do this?

Sorry for the late reply to this one. But no, creating a view for users with security roles does not help, as I can also assign security roles to users that don't have a license. They still can't log on to the system without a license assigned, but from an admin perspective they look just like any other normal user.
We have approximately 600 users with a D365 license, but in D365 user management there's a total of 800+ users. I'm basically trying to find the 200+ users in there that don't have an actual license.
I think you can look for Access Mode and License type attributes in User entity and add filter based on it.
I believe those 200 users will have Basic Licence Type and Access Mode is not Administrative, Read-Write and Read.
