Field "Descripton" (Multiple Lines of Text) is assigned in the FormEditor to the Opportunity Main Form, further properties set: tab Formatting, Row Layout to Number of Rows = 2
Old UI = Correct display
New UI = the lines of text inside the field "Descripton" equals the Number of Rows, the space is reserved underneath but not utilized
Note: in the new Formeditor, the Entity Opportunity is not available.
I tested it in my environment and didn't encounter this problem.

Number of Rows cannot be set in tab Formatting, only the percentage of Column Width can be set.
You could check "Automatically expand to use available space" under the Formatting tab of the "Descripton" field.

Field is within a section and defined to two rows (screenshot and setting)
Appearance in old UI and new UI
The new UI does NOT expand to the full scale, even though enough text is available to do so....
I mimicked your form layout and I also encountered this problem.
The reason for this problem is that "Automatically expand to use available space" is not valid in UCI (new UI), which causes the field "Descripton" to not automatically occupy blank space.
I will raise a Microsoft support ticket to reflect this bug.
In addition, this issue has been resolved in the instance with the 2019 Wave 2 Updates enabled.
This means that this bug will be resolved in future updates.
