I have a customer for who we have configured security but despite being having configured Goals to be visible for the business unit, the Goals menu option is not visible.
It is available if system administrator role is assigned.
However, if roles that have Goal entities set to 'Business Unit' and 'User' are set removes the menu option and users are not able to see the Goals menu option or their Goal records.
User with Goals set to 'Business Unit' are also not able to see goals (either their own or for their business unit).

OK, it might be difficult to use the System Admin as your base line to debug this security issue. Sales Manager, Vice President of Sales, Vice President of Marketing, or CEO-Business Manager security roles are all capable of doing that. Compare your custom role to one of these roles and it should be easy to find the missing permission. From looking at it, make sure that you have access to Goal Metrics as well.
