i recently experienced strange behaviour during work creation for Inventory movement and i believe it's a bug.
Some MS code prevents to move a quantity of one item. Movements past one are working out.
The infolog warning is misleading too (Inventory movement work can’t be created for lines where the Quantity to be moved field or the Movement type code field are not specified. Specify these fields to create inventory movement work.). I'm quite sure it is a bug and the bold part below should be this.QtyToMove == 0 to prevent work creation for zero items. Whats your opinion? By the way...where can i report bugs?

It is hard to determine with your provided information to reproduce. Maybe some settings are also related. So I can't judge about a bug or not.
Maybe you can login on the Lifecycle Services Issue list to see if your error is already known and probably fixed. There are multiple hotfixes availabe for WHS in R3.

Yes i provided only few information. I tried now with my correction and it worked out. Maybe there is already a fix...i have to take a look.
If somebody like to reproduce a movement with just one item (which fails in my case):
Warehouse Management->Locations->Create Inventory Movement->Create work
This looks like a bug. To me what I think this check should be doing is checking to see if QtyToMove is not 0 and if so make sure that the MovementTypeCode and ToLoc are set. I don't believe this should check for 0 as 0 is fine for this process.
I would open a bug with Microsoft on this one, I checked LCS and it doesn't look like this has been reported yet.
