If you are deploying a standard service update on development (Tier-1) machines, it may fail for no apparent reason. There's nothing wrong with the package; it could be successfully deployed anywhere else. The same package will be applied successfully on the Tier2 UAT system. Digging down, we found that the Tier-1 development machines, which are hosted on your organization’s Azure subscription, could be blocking the scripts due to closed ports. You would need to review the network tab of the Azure VM to find out if you need to close/reopen any ports.
