In some Business Central 28 Preview environments, the menu bar fails to appear correctly and shows as a blank bar at the top of the screen. As a result, users cannot access menu bar actions such as the Copilot button, Settings, Sign out, and other options.

A temporary workaround is:
Press Alt + T from the Role Centre / Business Central home screen

Change the language to English (United States).

Click on Ok.

If the issue still persists, change the region as well
This issue is caused by a known problem related to language loading behaviour in certain environments. A fix is currently in progress and is expected to be available in the coming weeks.
