I am trying to send an email via workflow to a CRM user once an Import is completed using a specific data map. Is this possible using the native system without any custom programming?
I don't this so.. it is possible without programming..
Data Import is asynchronous operation (system job) and MS CRM is not supporting any workflow or plugin message on system job entity.

With programming it is possible.. in code you can check import is completed or not and once completed you can send email to users using code.
Here is example of how to import data using custom programming
you can use ImportRecordsImportResponse response to check import is completed or not.
