considering my versione 4.0 has some problems,
I thought to install a brand new version (2015 or even 2013).
Which is the best way then to import data?
All could be import, as well relations among objects?
Honestly, your best bet would be to migrate through CRM 2011 to 2013 to 2015. That will keep all your data structures in place.
Keep in mind, you will need to rewrite/rebuild 100% of your plugins and logic and workflows as the API for CRM 2015 is so dramatically different from CRM 4.0. But you will get a lot more in the way of being able to do that through the UI, which is nice.

What if, to avoid the problem I have on 4.0, I'll install a twin server where's 4.0 version and pass just data from old to new 4.0.
Obviosly I'll upgrade this second machine to 2011-->2013-->2015

You can, but you're going to add a lot of effort to migrate them. I'd test an upgrade to 2011 to see if that helps first.

If you just want to move the data you need have below options:
1. Out of box Import/Export for exporting your data in excel and import to target system.
2. Using data migration addons available in marketing like SSIS toolkit, scribe and get data from your old system to new system.
3. Develop in house .net utility for the data migration.
I hope you understand that you need to make sure before moving data, both the system should have same set of customization applied.
And if you to move data and customization, moving backup and restore complete CRM dbs will be better options.
