Looks like a "feature"...
I'm experiencing the same thing, and if I create it in the app, it does not synchronize down to Outlook. I can see/edit on the app and the web client, but my calendar can not see it, which makes the app pretty much worthless.
Scheduled appointments are locked. Use bottom menu to expose the “Activate” button to make modifications to the appointment.
