I am trying to register a plugin in 2 messages
1) SetState 2) SetStateDynamicEntity.
1) We use MS CRM online 2016
2)We revoke the licence of the users using office 365.
When status of the user changes, plugin should fire.
The plugin is not getting fired on change of the status.
We also tried to use the update message still not successful in triggering the plugin.

Can you change one of the other fields that are sync'd from O365 to the CRM user and see if a plug-in fires on the update?
If it does not - I ran into this a couple of years ago and there was a setting the support could access to enable plug-ins to fire on these types of events. My understanding was that was going to be turned on all the time. Perhaps it was not. You might log a ticket and see if they know about a setting 'UserManagementUseSdk'.
So if you're plug-in does fire on update - then you may be out of luck and have to resort to polling for disabled users.
