I have three different option sets all of them are global. Do I have to make them local to get the import to succeed?

Have you created local option set that is pointing global option set?
I have no local option set, only global with the same values in the options that is on the CVS that I'm trying to import.
You have to create local option set that point global option set as mentioned in below image:
