We have this issue "dynamics 2013 On-premise(Last Rollout), Outlook 2016, CRM outlook Client" the client appear grey; On this forum people suggested me to open a ticket to Microsoft so the questions are

You can create a ticket from any Office 365 tenant.
Also, for Dynamics 2013 (Outlook client being a part of it), you can open a ticket as well.

Login to portal.office.com and login with your Office365 account (I assume you already having Office 365). If not, you can create a new trial from trials.dynamics.com and then login to the Admin Center of Office 365.
On the left hand menu, you have option to create Support Ticket which is self-explanatory when you login.

I checked, And it is not possible for Dynamics 2013 for Outlook. but only per dynamics 365 for Outlook and dynamics 365 APP for Outlook
I see. I guess they lifted that support.
So that's your answer.
Microsoft don't support for CRM 2013 for Outlook.
