I have to indentify WHO and WHEN is an Entity View deactivated/Activated. Is there a possible way to do this?
I believe you mean you want to know which user with system customisation or system administrator security roles have deactivated a System view. If this is the case, I do not believe there is a simple way to find this out. However, I strongly suggest that you setup System Customisation Governance process to ensure that only very limited users have the system customisation capability. You also need to prevent this from happening on any Production system but rather it is only done in Development or Test before any changes are deployed to live production system.
Hope this helps.
Maybe protection.office.com/unifiedauditlog could shed some light into the darkness.
