it appears Dynamics 365 for Outlook is disregarding the system user roles.
in the D365 environment certain system user - security roles have the "create" option turned off
Although when using the outlook app they have the ability to "Create a new record", this seems to be a loophole or is there additional configuration that needs to be updated somewhere?
i.e. in Dynamics 365 for Outlook:
turns out the user had an additional role assigned that allowed the creation of the 'contact' entity.
