I have an existing D 365 version 220.127.116.11 upgraded from CRM 2015, and I want to upgrade this D 365 env to version 18.104.22.168:
1. Install a new D 365 V 22.214.171.124 env.
2. Backup a new DB from V 8 and restore to V9 SQL.
3. Import ORG from V 9 deployment manager.
But at the third step I got an error:

Usually, this error is accurate. Most likely a solution operation is happening in the background.
"The solution installation or removal failed due to the installation or removal of another solution at the same time" error occurs when you try to install or remove a solution in Dynamics 365 (microsoft.com)
I would guess there is a sequence of solutions being imported when the org is imported and the previous solution does not have enough time to finish.
Have you tried this multiple times? Additionally, are the servers under any kind of resource pressure?

I upgraded my V9 CRM to the latest version then import the organization again, resolve the issue.
