What are the multiple ways caching can slow down CRM?

And what kind of cache?
The Dynamics cache?
The browser cache?

For example, if a user experiences slowness problems while using Dynamics CRM, could it be because the browser cache is too full? Or, because it is too blank and the pages load less fastly?
Or, in this scenario, is the Dynamics cache that is relevant?
Should it be more or less full?
Or do both "types of cache" (browser and Dynamics CRM) impact performances (and how)?

Also, where should I look for monitoring and possibly clear Dynamics CRM cache?
