I have a question about the licensing model and users in MSE. If I have a MSE solution in my organization, to create a new user to the MSE it is necessary to assign a new license? because now I have a single user of O365 with MSE license assigned, but in MSE I have several users without MSE license assigned, nevertheless, they appear in MSE like users and can access it. Then, I do not understand if I can add MSE users without a license. is someone clear in this topic, any commnet would be helpful. Thanks in advance
Every user of MSE must have an MSE license via O365. You cannot add users directly in MSE, they must be added and managed in O365. You can only manage their roles in MSE. The only exception is a Delegated Admin who doesn't need to be a licensed MSE user: support.office.com/.../Partners-Offer-delegated-administration-26530DC0-EBBA-415B-86B1-B55BC06B073E
If they have access to MSE then they will have some form of license. CRM Pro, also, the enterprise licenses, also give you access to MSE. Perhaps those users have one of those licenses?
