I am trying to put a post that by default takes as positive comment. I manually try to change to negative sentiment and add a tag as complaint. I did this for 20 same posts. Still there is no adaptive learning seen on the posts.
How long does it takes to learn something?

The models are retrained every six hours. So you need to wait at a max 6 hours until you can expect the first adaptation of the model.
Did I understand your scenario correctly that you are changing the tags on 20 identical posts (let's say a Retweet of a post)? Please share your scenario in more detail, so that we are able to help better!
Scenario goes as below:
1) I posted negative statement and in MSE it is select the post as positive instead of negative.
2) I change the sentiment as negative and tag the post as complaint.
3) I post the same statement again in 10-15 min and still the MSE select it as positive instead of negative.
4) I post the same statement 10-15 times and still the results are same. I try the same on the next day and still the results are same.
I have doubt if adaptive learning works correctly and In what time range it learns.
Can you please verify that Adaptive Learning is "turned on" in the MSE application?
Go to Settings -> Global Settings -> Sentiment
and verify that the Adaptive Learning toggle is in the ON setting.
As Stefanie said, depending on how specific is the correction it might take between at least 15 to 20 corrections to learn your criteria and start applying it errorless. If the messages are not identical it might need a few more corrections to understand your criteria.
