    The easiest approach would be to just setup multiple workflows and then create 1 workflow user group for each workflow. I'd map it out like this:
     
    Workflow 1 - >10,000 and <100,000 - Workflow Group 1 - Finance User
    Workflow 2 - >100,000 - Workflow Group 2 - Users from Group A, Users from Group B and Finance User
     
    I find it's quite easy to maintain them this way. You can add any users you want to that workflow user group as needed.
