D365 Punchout not working for one user

Hi,
When creating a new or use an existing requisition, clicking on punchout gives a message to contact your system administrator.
1) It works for me and other users
2) He can access other sites, so it is only this one but he is the only person.
 
Are there typically specific permissions that allow/disallow a user from accessing punchouts?

    One more piece of information that could be helpful.  He is on a Mac where most users are on Windows computers.
