How to decrease points for inactivity in lead scoring model?

Looking at this old question, has the answer changed?
 
I'm hoping to be able to decrease points when a customer hasn't, for example, opened an email in x months.
 
It looks like this used to be possible, but perhaps not anymore?

    Basically, you cannot decrease lead score because of inactivity. So, points can only be adjusted based on tracked actions, not because of absence of activity.
