Financial tags rules

Hi!

I have financial tag Vendor. And I want to fill it automatically in PO header when PO is created. I have setup this rule

When I do summulation system shows me that financial tag is filled. But when I create PO, financial tag in header still empty.

Can someone explain why it doesn't work.
