1. Implementing an ERP system in a company covers many things. It requires analyzing processes of the company, designing how the system will be used to cover them, what changes are needed, developing the changes, training users, migrating data from the previous system and so on. Having experience means doing it before (and ideally learning from it).
This might actually be a good question for AI; it'll give you more details and examples.
2. When you say that you want to do an implementation, do you mean that you're an end-user company who wants to get an ERP system, or that you're a consultancy/software company that end-user companies will hire to help them implement the system? Obviously, end-user companies doesn't have to become Microsoft partners. Also, not everyone doing an implementation needs to be a Microsoft partner. For example, I'm a freelancer without any special contract with Microsoft. But there are things that requires that, such as (I believe) if you want to sell licenses on Microsoft behalf.
