Movement worksheet - suggestion for "to bin code"

When we create rows in Movement worksheet by clicking on "Get Bin Content" we never get a suggestion in the field "To bin code". Why doesn't the row get a suggestion in the "To bin code" field?

We have a Fixed and a Default bin code on the product. Also a bin ranking and the Max Qty on that bin is higher then the qty to move.

Default Bin Selection on location card is set to "Fixed bin".

Is there any other Bin Policies that is wrong?
