Clear Historical Aged TB (Type CRM/INV) - Desktop

Hello, I tried clearing history with the transaction history remove report and got the message *unable to remove this transaction: an open apply record exist or an apply record exist outside the selected range. I ran this report by Vendor ID and these transactions are from 2020 - I can't seem to find how to clear these out. I don't need/want to issue this payment but simply need to clear these out.
