Is there a way to provide read only access to the Security Configuration page so that a user cannot create, delete or update security roles, duties or privileges.
Out of the box, there is no privilege for viewing this page. In case you will create one yourself, the read access is not working as there are a lot of unsecured buttons like creating or duplicating roles. The form is not designed to give read only access. A customization is required to have proper read-only access options.
As alternative, you can provide access to the Security analysis page, part of the User Security Governance module. This has a view that can be updated (rebuild) to provide insights in all roles, duties, privileges and linked securable objects.
