Ledger allocation process

Earlier  this year when we are testing the ledger allocation process, noticed that   system was considering already allocated transactions  and allocated again including the allocation transactions. But now while testing I do not see this behavior instead it picks only transactions which are not processed earlier . Is there any known changes implemented?  I could not find anywhere this is mentioned.
