we have sometimes the issue that in a Case the content of a PDF is displayed twice for user A. (In the preview Page 1 appears twice, page 2 appears twice). For another user the contact appears correctly (One Page 1, one Page 2, one Page 3...).
Since it's only happening for one user and not all of them, it would lead me to believe that the issue is going to be local to one of the users. Here are a few things you can try:
Have the user with issues try opening CRM and a case through Incognito mode, and see if the issue occurs
Check the browser versions between users to see if a recent update either caused or fixes the issue
Check if the user with issues has their browser screen zoomed in at all (I've seen this cause some weird behavior before)
Have the user with issues try a different browser. Edge or Chrome if they are not using it already
