Does anyone know if there is a way to enable new form creation in the Appointment entity?

From what I can tell in this and other forums, not being able to create new forms in the Appointment entity seems to be standard behavior, but it's limiting what we want to do in our organization. Is there any way to enable form creation in this entity, or are we just stuck with this?

Bonus points for anyone who can tell me why Microsoft decided to configure the Appointment entity this way.
