New forms don't appear for users because they don't have sufficient access

I created a simple form and menuitem for testing and added it to project management module.. without any roles or privileges related.

It's only visible for system admin and other users can't see it unless I add the menuitem to privilege and assign it to a role!!

Is this new behavior  from microsoft to control the license validation??
