Created deployable package from unified dev environment isn't visible in sandbox apply updates list

Due to the problems in our build and release pipelines, we have tried to create deployable package via visual studio, then upload it to project's LCS asset library and apply it as update in sandbox environment. But the package is not visible in the applicable packages list.
 
Previously we had a missing nupkg.exe error while trying to create deployable package. Downloading the latest nupkg.exe and putting it in C:\Users\myuser\AppData\Local\Microsoft\Dynamics365\10.0.2095.192\PackagesLocalDirectory\Bin\ has solved the package build error. But according to GPT, the AXDeployablePackage.zip file is missing asset.json and PackageManifest.xml despite being built via Create Deployable Package. Is this due to the dev environment being unified developer environment?

    When you manually update the deployable package on LCS. It takes at least a min to validate the package before you can see it on the UAT environment page.
     
    So, can you confirm that the valid check is marked for the package in question under SDP files. If that's the case and you still have the same issue. Please proceed to validate the package components and confirm the models and compare with the reference ones.

    As you mentioned "unified dev environment" in the title, then maybe the deployable package created will be a unified package. If that is the case, the contents will not be recognized in LCS.
    This is a guess as I did not create a package from a UDE environment myself before. When I try to do it now, it is hanging and not creating a package on my laptop.
    Can you share the folder structure of the created package if you unzip the file?
