I have a Custom Workspace I maintain for our Pricing Department.
After making a change on my version, I copied to a single User to verify and I get the message with "1 Conflicts found" (workspace exists for this user) , so I "replace" and "resolve"
But my "Views" for this workspace in the system are duplicated (i.e. with a "(1)" appended to them)

We are experiencing the same issue.
We used all "Published" organizational views and "Microsoft" views in our workspace. We did not use any "Personal Views".
Upon copying the workspace to another user we have two issues:
1) Same issue that was stated in this original post where new "Personal Views" are created upon copying a workspace from one user to another.
2) Only "Microsoft" views are included in the workspace appear to the user that the workspace was copied to. The "Published" organizational views are not present in the copied workspace.

This is an interesting question. Can you tell us if the original view was published as an organizational view or copied to users as a personal view? Is the duplicate on your user or the target user?
