Bullet/Lists not picking up branding profile settings

In CIJ we have set the theme for lists in the branding profile but for some reason the email editor won't pick this up.
 
The business user is not familiar with html/css or other.  and in real time journeys we can't add a custom code into the brand profile.
 
is there an easy way to address this issue?
