Error message in Utilities when upgrading to GP2018
I think you need to open a support case with CentralSquare/Diamond. They have a very detailed update process, and it can be very temperamental if you miss a step. (I recall one key part after making sure to 100% complete the Diamond steps was to make certain to also register the DMS.AssemblyRegistrataor.exe application on each GP client.)
I have found their support over the years to be very helpful, especially since you are being proactive and testing the upgrade before go-live.

"Utility Levey Billing Batch" sounds like something from an add-in product. Do you have any add-in products that need to consulted for your upgrade?
