There is a functional difference between removing the role and exclude a user from a role. In this case, I suspect you excluded the user from this role. On the form Assign users to roles, there is an action for Manually assign / exclude users and another action for Remove. When you remove the assignment, it will not have a listing in the exported role assignments. When using the option to exclude users, it has a listing, but also an intended feature. In case the user is manually excluded, the automatic role assignment will skip the user for the role.
Anyway, when the assignment status is disabled, the user will not have permissions on any details specified in the security role.
