RE: Dynamic content for marketing email not showing Owner

In order to send emails from the Contact Owner, we need to enable the User entity in Dataset configuration settings.
The Dataset configuration settings allow you to choose which entities to make available for use in dynamic email content, segmentation criteria, and lead scoring in Dynamics 365 Marketing.

Navigate to Settings > Data Management > Dataset configuration, check 'User (systemuser)' option:
Then click 'Publish changes' button after selecting the user entity.
Your new settings have been saved. Please allow up to half an hour for them to take effect.
