Development is only possible in Customer/Partner trial. Not the free trial.
Yes I want to use it for development training so are you saying I don't any other options.
Hello everyone thank you very much for your responses, I got the trail version but it seems like some functions don't work I am trying to finish a fixed asset exercise at the moment but I'm unable to proceed because they some of the functions don't work like the add and save buttons.
As mentioned above, you have two possible options - free trial or partner/customer trial.

Do you mean Demo machine or access to D365 F&O environment to learn something ? You can utilize Trial environment for that , which has limited features

Another option is to download VM from LCS , if you have access to LCS.

Unless you're asking for a trial VM for development training which I don't think is possible.
