    Hi,
If you have succesfully registerd, Please try this link : https://mbs2.microsoft.com/ecsts/login?signin=e5d47c17b594a56445f110aca399ab0d
It will take you to create a License configuration and download it and then use it.

    Thanks.

    Hi,

To the best of my knowledge, you must be a registered Microsoft partner through a direct partner in order to use this link: https://mbs2.microsoft.com/ecsts/login?signin=e5d47c17b594a56445f110aca399ab0d to create a developer license for on-premise solutions.

For SaaS, however, a developer license is not required. You can continue working on creating Sandbox environments without one.

Let me know if you need further clarification.

BC On-Prem: You need to be a registered Microsoft Partner through a Direct Partner to generate a developer license (.flf).
BC SaaS: No developer license is required. You can create and work with Sandbox environments freely.
