Can you clear your usage data and check?

Have you tried the usual things such as cleaning usage data?
If that does not work, removing / re-adding this specific user?

Do you see vendors in this company if you have System administrator role?
Also what roles did you give to the user?

I know if i remove this user and again import this user it will resolve the issue but that will remove personalization(Some setup is there that will go).

I have administrator roles and i can see all vendor even other user can see but he can't even he has more roles thatn others.
Can you check if the user has roles with the identification "Public sector" or "external". In that case, there is a policy active which will hide vendors not meeting certain conditions.
Have you enabled the Global address book security option "Secure by address book"?
Can you also check if you have other security policies (XDS) enabled in your environment?
