Hi,
I have added one ribbon button in Application Ribbon in Dashboard Area. In Classic view, it is working properly. But It doesn't display in UCI.
Try ti give a shot at this:

Try to add "&flags=FCB.CommandChecker=true&ribbondebug=true" to your URL and replicate the problem.

And check the missing button. You will be able to see what is the rule that is hiding it and why:
