I faced with a problem that entities that are used for import of files to attachment in dynamics f&o are not public, and I can not switch IsPublic property to yes. What must be done to make them accessible in my project ?

If you want an existing Entity to be public you need to duplicate it and enable the property IsPublic on the new one.

As you see, this feature is available via data management, not OData. You should use the package API, not OData.
We already discussed the import of attachments yesterday in your other thread and I gave you link to the documentation about package API. I again suggest that you should look at it.

How can I get this Api ? Here is the description how to import this, but it looks like some post request, so where I can download it or I can only buy it ?
