I am trying to export a solution that contains security roles (and nothing else) from our Sandbox environment so I can import it into our production environment.
I select the solution and start the export process. A message appears saying the export is in process. It stays there for at least 30 minutes (when I ran out of patience).
I check history, and the export is marked as successful.
But the solution file never appears in any folder. Documentation says it should appear in the download folder of the browser. It does not. I've searched my entire computer and it doesn't appear anywhere.
What am I missing?

Did you try different browsers? Google or Fire Fox or Edge.
Did you try legacy view?
