Place an action in the home tab of a page, but without being within a promoted category

On the purchase order page there is an action called "Create Whse. Receipt" (Actions -> Warehouse -> Create Whse. Receipt). Is there a way to place that action in the home tab individually, without being grouped in any of the promoted categories?

I asked the same question before and the answer was this is not possible and they should be always part of the group. See Stefano code in below example. But you can create new group (let say warehouse) and add the function under that group to save users some click.

That being said the method we use is we ask developer for Keyboard shortcut for that function. This way user can use keyboard shortcut to access it.
